"Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. One important element of STEP's analysis concerns the growth and impact of foreign technology programs. U.S. competitors have launched substantial programs to support new technologies, small firm development, and consortia among large and small firms to strengthen national and regional positions in strategic sectors. Some governments overseas have chosen to provide public support to innovation to overcome the market imperfections apparent in their national innovation systems. They believe that the rising costs and risks associated with new potentially high-payoff technologies, and the growing global dispersal of technical expertise, underscore the need for national R&D programs to support new and existing high-technology firms within their borders. Similarly, many state and local governments and regional entities in the United States are undertaking a variety of initiatives to enhance local economic development and employment through investment programs designed to attract knowledge-based industries and grow innovation clusters. These state and regional programs and associated policy measures are of great interest for their potential contributions to growth and U.S. competitiveness and for the "best practice" lessons that they offer for other state and regional programs. STEP's project on State and Regional Innovation Initiatives is intended to generate a better understanding of the challenges associated with the transition of research into products, the practices associated with successful state and regional programs, and their interaction with federal programs and private initiatives. The study seeks to achieve this goal through a series of complementary assessments of state, regional, and federal initiatives; analyses of specific industries and technologies from the perspective of crafting supportive public policy at all three levels; and outreach to multiple stakeholders. Technological change has a tremendous impact on societies in general, including international politics. This chapter discusses the most important recent and upcoming technological advancements in energy – horizontal drilling with hydraulic fracturing, photovoltaics, and batteries – and their possible influence on geopolitical dynamics. Innovation has been a driving force in the successful deployment of nuclear energy and remains essential today for its sustainable future. As nuclear energy is an attractive option for ensuring diversity and security of energy supply, as well as lower global climate change risks, the way to continue this innovation is a key issue for industry and interested governments. For greater innovation in the nuclear area to be realised, more in-depth discussions on ways and means for promoting nuclear innovation are crucial, and enhanced knowledge of nuclear innovation systems is required. The starting point is that the current energy system is largely dependant on fossil fuels. This phenomenon, which is labelled as carbon lock-in by Unruh (2000), makes the breakthrough of renewable energies long, slow, and tedious. The most suitable theoretical approach to analyse the development, diffusion and implementation of emergent technologies, such as renewable energies, is the Technological Innovation Systems' (TIS) perspective as developed by Carlsson and Stanckiewicz (1991). This approach focuses on a particular technology and includes all those factors (institutions, actors, and networks) that influence its development. Recent research has identified several so-called System Functions that need to be fulfilled for a TIS to support successfully the evolution of a technology. In this paper we will use the following set of System Functions: F1: Entrepreneurial Activities, F2: Knowledge Development (learning), F3: Knowledge Diffusion through Networks, F4: Guidance of the Search, F5: Market Formation, F6: Resources Mobilisation, F7: Counteracting Resistance to Change (also Support from Advocacy Coalitions). By focusing on the System Functions the key processes that occur in a system which influence the development, diffusion and implementation of that technology will be identified and insight will be gained in the system dynamics. The System Functions are not independent but interact and influence each other. The nature of interactions whether they are positive or negative will influence the performance of the system respectively. Positive System Function fulfilment can lead to positive, i.e. virtuous cycles of processes that strengthen each other and lead to the building up of momentum that creates a process of creative destruction within the incumbent system (Jacobsson and Bergek 2004). According to the same reasoning, a system in decline is characterised by one or more vicious cycles, where the System Functions interact and reinforce each other in a negative way. The results from the case studies showed that different functional patterns occurred for the Biomass Innovation Systems. These can be divided into virtuous and vicious cycles. In the case of virtuous cycles a successful diffusion of the respective technologies occurred (for example biomass digestion in Germany and biomass co-firing in the Netherlands), whereas low diffusion is observed for the technologies (for example biomass digestion, biomass gasification and stand-alone biomass combustion in the Netherlands) where vicious cycles dominated the system. Furthermore, the findings show that biomass technologies go through long-term trajectories (10-30 years) of development, diffusion and implementation. However, the Dutch government only provided short-term policies and removed all support when the technical problems were not solved within this short term. In order to accelerate the diffusion of biomass energy technologies a long-term and stable guidance by the government is needed where time and space for trial and error are provided, where a market is formed and where entrepreneurs pack together to lobby for better institutional conditions for their technology.

"This paper is based on empirical research on a taxonomy of technological environmental innovations. It draws on a databank with over 500 examples of new technologies (materials, products, processes and practices) which come with benign environmental effects. The approaches applied to interpreting the datasets are innovation life cycle analysis, and product chain analysis. Main results include the following: 1. Innovations merely aimed at eco-efficiency do in most cases not represent significant contributions to improving the properties of the industrial metabolism. This can better be achieved by technologies that fulfill the criteria of eco-consistency (metabolic consistency), also called eco-effectiveness. 2. Ecological pressure of a technology is basically determined by its conceptual make-up and design. Most promising thus are technologies in earlier rather than later stages of their life cycle (i.e. during R&D and customisation in growing numbers), because it is during the stages before reaching the inflection point and maturity in a learning curve where technological environmental innovations can best contribute to improving ecological consistency of the industrial metabolism while at the same time delivering their maximum increase in efficiency as well. 3. Moreover, environmental action needs to focus on early steps in the vertical manufacturing chain rather than on those in the end. Most of the ecological pressure of a technology is normally not caused end-of-chain in use or consumption, but in the more basic steps of the manufacturing chain (with the exception of products the use of which consumes energy, e.g. vehicles, appliances). There are conclusions to be drawn for refocusing attention from downstream to upstream in life cycles and product chains, and for a shift of emphasis in environmental policy from regulation to innovation. Ambitious environmental standards, though, continue to be an important regulative precondition of ecologically benign technological innovation." (author's abstract)
